Abstract

The Report by Alvaro de Soto, United Nations Special Coordinator for the Middle East Peace Process and the Secretary-General's Special Representative to the Palestine Liberation Organization and the Palestinian Authority, presents a devastating account of failed diplomacy. Mr. de Soto suggested that the UN should withdraw from the Quartet of Middle East negotiators — the US, the EU, Russia and the UN — which has become a "side-show". He also condemned the UN policy for focusing on the interest of the United States and Israel.

ABOUT THE AUTHOR

Alvaro de Soto, Under Secretary-General, was appointed, on May 2005, United Nations Special Coordinator for the Middle East Peace Process, Personal Representative of the Secretary-General to the Palestine Liberation Organization and the Palestinian Authority, and Envoy to the Quartet. He resigned after two years working on the Middle East at the end of a 25-year career with the United Nations.
