B1. PALESTINIAN DRAFT UN SECURITY COUNCIL RESOLUTION ON PALESTINIAN STATEHOOD, NEW YORK, 30 DECEMBER 2014

On 30 December 2014, the United Nations Security Council rejected a draft resolution on Palestinian statehood. The resolution called for achieving a peaceful resolution of the conflict with Israel within one year, an end to the occupation of Palestinian territories by the end of 2017, and the establishment of a Palestinian state with East Jerusalem as its capital. The resolution received eight “yes” votes, two “no” votes (U.S. and Australia), and five abstentions. Palestinian diplomats had been circulating draft resolutions since October 2014 (see Doc. B3 in JPS 174) in hopes of garnering the required nine votes from council members.

After lobbying other Arab states, the Palestinians convinced Jordan to submit the resolution on their behalf. Viewing the resolution as detrimental to the two-state solution and negotiated peace process, the U.S. avoided vetoing the measure by persuading enough member states to abstain (see Doc. D2 below). Although unsuccessful, the move demonstrates growing Palestinian frustration with the negotiation process and is exemplary of the growing efforts to gain legitimacy through international bodies.
